WOSM - World Scouting Report

As World Scouting prepares to celebrate its centenary in 2007, it is important that the Organization reflect on the contribution it has made thus far, in order for it to develop a successful future and achieve its mission of creating a better world.

In response to this, the first edition of the World Scouting Report was written to identify and explore the problems that young people face in today’s world, and to create a desire for debate, so as to find answers to them. Development needs actors who are aware that this is a permanent challenge. Scouting’s contribution to meeting this challenge is to educate young people, male and female, of each generation entrusted to it so that they can become responsible and committed citizens.

This 100-page publication focuses on youth and development, in particular expressing World Scouting’s response to the situation of youth today and their needs for the future.

The Report also makes extensive references to World Scouting’s various partnerships with other organisations in order to demonstrate that we are conscious of the need to work with others to accomplish our Mission and to have a stronger impact worldwide.

Through analysing the issues affecting youth, by thinking ahead as to how to provide appropriate educational proposals and by discussing these openly with its partners, Scouting seeks to define a fair alternative. Its success lies in its capacity to translate young people’s needs into ever-changing political and socio-economic scenarios, as its primary concern is to adapt to local and national realities. This is why Scouting invites young people to play an active role in responding to the issues within their communities, where the impact is likely to be the greatest. By offering young people a framework to analyse issues, the Scout Movement can help them to open their minds.

 

A Strategy for Scouting: Strategic Priority 4 - Reaching Out

The aim of this strategic priority is to support National Scout Organisations (NSOs) in identifying and responding to the needs of young people, adults and society where Scouting is not currently having an impact. This should result in an increase in membership and increase Scouting's impact in the world today.

This presentation includes more detailed information on 'Reaching Out', an overview of the situation in NSOs in July 2002 and an example of work being undertaken in Kenya with young people in especially difficult circumstances through the Extension Scout Programme.

WONDERforums* Background Papers and Reports

*WONDERforums were on-line discussions for leaders, on topics of importance to Scouting, which took place during 2001-2002. Background papers were prepared, a set of questions identified, the questions were discussed on line over a two week period and then a report was prepared on the responses received.

A Strategy for Scouting: Strategic Priority 7 - Scouting's Profile

'Scouting does not exist in isolation; it is part of the community and it needs to work in partnership with others, from individuals to organizations and institutions at local, national and world levels' (The Strategy for Scouting). This strategic priority aims at strengthening Scouting's communications, partnerships and resources at all levels as these are vital in supporting the work to achieve the mission.

  • Half a Million Scouts take part in a Jamboree
    JOTA (Jamboree on the Air) and JOTI (Jamboree on the Internet) are events organized over a weekend in October every year in Scout Associations around the world, Internet and radio technologies enable Scouts from every continent to meet and chat with each other. 
  • World Scouting assists the World Bank
    In October 2003, Scouting co-organised a conference in Paris on ‘young people and peace’ on behalf of the World Bank. In an interview Henrik Söderman tells why this was an important event and sets out the future plans. -> SP 7: Learning to work together - This document has been prepared as a response to the World Bank Progress Report. 
  • Prime time adverts for Scouts in Guatemala
    Scouting in Guatemala has received the equivalent of a quarter of a million US dollars in prime time advertising thanks to a generous donation from an advertising company and the talents of a former Scout. This professional media campaign has raised the profile of Scouting in Guatemala.

  • Partnerships for Change. In 1994, a Charter on Partnerships was agreed in Marrakech – called The Marrakech Charter. This Charter provides a framework for all partnerships in Scouting. It is a reference framework for partnerships between associations aiming at promoting partnerships, including greater North/South and East/West solidarity:

  • Scouting and the United Nations
    • "Scouting and the United Nations" - a guidebook for National Scout Organizations. A 108-page book explaining the relationships and work of Scouting with over 15 United Nations bodies: Complete Guidebook - 2 -page guide to using the guide
    • WOSM and the UN Millenium Campaign - letter, background document and regional partners (May 2006)
    • Memorandum of Understanding signed with the United Nations Environment Programme - A Memorandum of Understanding was signed jointly by Klaus Teopfer, Executive Director, UNEP and Dr. Eduardo Missoni, Secretary General of WOSM, in July, in Nairobi at the the world headquarters of UNEP. This recognises the long-time, worldwide work of Scouts in the field of environmental education and protection. It is hoped that the new agreement will lead to more cooperation and give support to obtaining resources to further the work of Scouts: Copy of the Memorandum (August 2004) / Circular N° 32/2004

  • Partnership for Youth - This publication summarizes the key inputs from a conference on Partnership for Youth which took place on September 12, 2003 at the Lego Centre in Billund, Denmark. The conference was held on the occasion of the 47th meeting of the Baden-Powell World Fellowship. The conference focused on partnerships between business and voluntary organizations such as Guiding and Scouting.
  • Power of communication, power of information (Euro.Scout.Doc 1999/3): This issue presents the results of a European seminar on communication, which focused on enabling national associations to share ideas and experiences of how to provide young people with easy access to topical information. It includes examples of projects prepared by participants.
