WOSM - A Strategy for Scouting

The Strategy for Scouting was adopted at the World Scout Conference in Thessaloniki in 2002 (-> proposed concept). The strategy, based on sound strategic planning principles, sets out a vision for the future and identifies seven priorities which will help Scouting to realise its Vision and achieve its Mission. For a strategy to be successful it has to become 'everybody's business'. Leaders at all levels in Scouting should understand that their actions contribute to the World Strategy.

Discussion Group Results

At the World Scout Conference in Thessaloniki, the delegates and observers spent an afternoon discussing the desired outcomes for each of the strategic priorities and the support required by WOSM to achieve these outcomes. WOSM - Strategic Priorities

There are a number of different types of resources to support the implementation of the strategy and work in the seven strategic priorities. The resources are available in the sections relating to implementation of the strategy and each of the strategic priorities.

Youth Involvement

This strategic priority aims at assisting National Scout Organizations (NSOs) in revitalising this fundamental element of our Movement, which is crucial to its attractiveness and its ability to achieve its mission.

 

Adolescents

This strategic priority aims at supporting National Scout Organizations (NSOs) in responding effectively to the needs and expectations of adolescents. This will result in an increase in membership in this age-range and enhance Scouting's reputation as an organization which helps young people in their transition to adulthood.

 

Girls and Boys, Women and Men

The aim of this strategic priority is to identify the support and tools required to help National Scout Organizations (NSOs) offer equality of opportunity to girls and boys, women and men at all levels in Scouting. This should offer new opportunities for everyone and, through an increase in youth membership and adult leadership, result in a more even balance in the male:female ratio in associations.

 

Reaching Out

The aim of this strategic priority is to support National Scout Organisations (NSOs) in identifying and responding to the needs of young people, adults and society where Scouting is not currently having an impact. This should result in an increase in membership and increase Scouting's impact in the world today.

 

Volunteers in Scouting

This strategic priority aims at redefining the concept of volunteering as applied to Scouting and reviewing policies and practices to help National Scout Organizations (NSOs) recruit and retain a new group of adults in Scouting.

 

An Organisation for the 21st Century

This strategic priority aims at assisting National Scout Organizations (NSOs), as well as WOSM itself at world and regional levels, to adopt a strategic approach to reviewing their structures, systems and management to enable them to be sensitive to the changing needs of society and to respond quickly and effectively.

 

Scouting's Profile

This strategic priority aims at strengthening Scouting's communications, partnerships and resources at all levels as these are vital in supporting the work to achieve the mission.

 

  ERWS = Expected Results and WOSM's Support: The 'Expected Results and WOSM's Support' (ERWS) have been identified for all of the strategic priorities. This sets out what we plan to achieve by the World Scout Conference in Tunisia (2005) and the support that WOSM will provide to achieve the results.

Promising Practices

"Promising Practices" are examples of work that is already being undertaken in associations in relation to the strategic priorities, with exciting results. Each Promising Practice is developed along the same lines and contains information on:

  • The Results – what was achieved
  • The Reasons – why the work was undertaken, what need it was responding to.
  • The Methods – how the project was taken forward
  • Our Learning – what was learned along the way
  • Our Future Plans – how the work will develop in the future, taking into account the progress and the learning.

A Strategy for Scouting: Strategic Priority 6 - An Organisation for the 21st Century

This strategic priority aims at assisting National Scout Organizations (NSOs), as well as WOSM itself at world and regional levels, to adopt a strategic approach to reviewing their structures, systems and management to enable them to be sensitive to the changing needs of society and to respond quickly and effectively.

This presentation includes more detailed information on this strategic priority, an overview of the situation in NSOs in July 2002 and an example of an Information Centre run by The Scout Association in the UK.

Strategic Planning Kit (SPK)

A kit to support strategic planning in Scout associations has been developed with six sections. This kit is a useful tool for associations who are starting to develop a long-term strategy and the plan to implement it. The kit  is in three parts:

  • Part 1 – provides information on The Strategy for Scouting and on the theoretical foundation of strategic plans. The key terms associated with strategic planning are described and each part of the strategic planning process is explained.
  • Part 2 – provides support for training others in ‘how to do strategic planning’. It contains six modules aimed at facilitating the strategic planning process and includes worksheets to help trainers to manage the training sessions.
  • Part 3 – contains supporting information in the form of handouts. These documents provide a more detailed explanation of the concepts and tools. A reference list to trace the sources of information is also included.

There is also a PowerPoint presentation to support the kit (ppt).  

WONDERforums* Background Papers and Reports

*WONDERforums were on-line discussions for leaders, on topics of importance to Scouting, which took place during 2001-2002. Background papers were prepared, a set of questions identified, the questions were discussed on line over a two week period and then a report was prepared on the responses received.
