The aim of this strategic priority is to identify the support and tools required to help National Scout Organizations (NSOs) offer equality of opportunity to girls and boys, women and men at all levels in Scouting. This should offer new opportunities for everyone and, through an increase in youth membership and adult leadership, result in a more even balance in the male:female ratio in associations.

'One of the Boys? Doing Gender in Scouting'

Report of a research project by Harriet Bjerrum Nielson, Centre for Women's Studies, Oslo University. In co-operation with the European Scout Region, WOSM's Educational Methods Group launched, in 2001, this research project on "Gender and Education in Scouting" to ask questions such as:

  • Does the Movement take the needs and aspirations of both girls and boys into account when designing the educational programmes?
  • Are adult leaders able to carefully observe and analyse what is really happening in the field?
  • Are they keen to improve their current practices to ensure that each individual girl and boy is given opportunities to develop him/herself fully?

The study presented in this report was conducted by Professor Harriet Bjerrum Nielsen, from the Centre for Women's Studies and Gender Research at the University of Oslo, in collaboration with Scout leaders from different countries who worked as research assistants

The research was financed by the Fund for European Scouting. It is the first time that research on this subject has been conducted in cooperation between a University and WOSM. It brings a lot of challenging and interesting information on how leaders are "doing gender" in Scouting.

Professor Bjerrum-Nielsen, who deserves our most sincere and warm thanks for her wonderful work, brings us a series of innovative concepts and tools to understand the challenges of gender education in non-formal education. We hope that this document meets the interest of many programme developers, trainers and leaders and will contribute to increasing awareness of the importance of gender at all levels of the Scout Movement.

WONDERforums Background Papers and Reports*

*WONDERforums were on-line discussions for leaders, on topics of importance to Scouting, which took place during 2001-2002. Background papers were prepared, a set of questions identified, the questions were discussed on line over a two week period and then a report was prepared on the responses received.
